Director Amkot Groell was a Bajoran. During the Occupation of Bajor, Amkot was a collaborator, a fact that some still resented him for. However, he managed to keep the Okana Shipyards open by convincing the Cardassians that he was running a museum. In 2370, he oversaw the construction of the USS Hannibal at the Okana Shipyards on Bajor. However, the construction of the ship was almost completely controlled by remnants of the Circle. They threatened Amkot and told him who to hire and fire; they allowed the ship to be built to hone the skills of the Bajoran workers.
