Cera is the ambassador from the Circle Tower to Vigil's Keep. She sells runes, Rune Tracings, Lyrium potions, and basic supplies necessary for Runecrafting, such as blank runestones, etching agents, and Novice-rank runes of nearly every type. If the Warden-Commander has runes and wishes to use them to enhance items, Ambassador Cera also serves as an enchanter and runesmith.
