Kathy Pilon (aka Kathy Borland) is a producer and script adapter for 4Kids Entertainment who first got involved with the Pokémon franchise at the start of the anime's third season (aka The Johto Journeys) and stayed on until the license lapsed. She also served as a guest actress for the third movie (Spell of the Unown) as an unnamed reporter and in other 4Kids properties such as Teenage Mutant Ninja Turtles.
