Manuel Guerrero was a left-wing assassin sent to find and kill political prisoner Hector Sandoval. Guerrero is also a former pupil of Sandoval, provides assistance for left-wing guerrillas, and is seeing Sandoval's daughter, Blanca. In 1986, Sandoval is in Miami to attend some functions before heading to Washington for congressional testimony. Guerrero also arrived in Miami, but was kidnapped and tortured by death squads led by Alfredo Gomez, but was rescued by the Vice team. Later, after the death squads are eliminated, Guerrero attempts to kill Sandoval but is shot dead by James "Sonny" Crockett and Ricardo "Rico" Tubbs.
