The Scavenger Camp is made by converting a Material Post (it will be the same level as it was previously) Takes 15 mins. The Scavenger Camp can be converted back in a Material Post (same level) Takes 15 mins. The first 3 character slots unlock at Scavenger Camp Level 1. The 4th character slot unlocks at Scavenger Camp Level 5. The 5th character slot unlocks at Scavenger Camp Level 10.
