Charles Baxter was the foreman of Gaia Planetary Services. During a hasted terraforming mission in the Eastern parts of the universe in 2530, his crew discovered and encountered the Xi'An. While the Xi'An kept the entire crew hostage, Baxter was released to ease the negotiations. He was then interrogated by UPE high secretary Cho and high general Volder.
