The UNSC's stern hold on human colonies, resulting in unnecessary delays, tax increases and even questionable military actions propelled themselves into civil war. Though the Covenant's advance had seemingly stopped the rebels, they were not dead, merely going underground to hide from the xenophobic invaders. Sometimes these attempts succeeded - the Rubble was a prime example before it was destroyed - most of these attempts failed when the Covenant glassed the worlds. From the few surviving factions on the remaining human colonies, they conducted a guerrilla war against the UNSC using salvaged components from whatever they could find. Despite the low-quality nature of the components, these survivalists have proven that the most unlikely things can turn into something remarkable.
