Kagi was an individual who worked for Emperor Sheev Palpatine soon after he proclaimed the Galactic Empire, holding the rank of captain. Shortly after the conclusion of his duel with Jedi Master Yoda in the Galactic Senate Chamber, Palpatine ordered Mas Amedda to inform Kagi to prepare his Theta-class T-2c shuttle for immediate takeoff to the Outer Rim planet Mustafar, where his newly appointed Sith apprentice–Darth Vader–was dueling with Jedi Master Obi-Wan Kenobi.
