Yes. [[w:c:wow:#|Draenei]] were introduced in [[w:c:wow:#|World of Warcraft: The Burning Crusade]] expansion and are the only [[w:c:wow:#|Alliance]] playable [[w:c:wow:#|race]] allowed to be a [[w:c:wow:#|shaman]]. So you need the expansion also, to be a shaman.
