Robert Cecil was a Human male Starfleet officer from North America, Earth in the 2270s. During his days at Starfleet Academy, Cecil became close friends with Pavel Chekov. In 2275, Cecil was serving as science officer aboard the USS Kongo when the ship suffered a containment field breach. Cecil died saving the ship from destruction, a fact that shook Chekov deeply.
