Vanity's magic hat is an item that Vanity Smurf wore in the Smurfs cartoon show episode "Hats Off To Smurfs". It was created by Gargamel out of magic fabric that would disfigure its wearer if the wearer was soaked in water, and would be impossible to remove after that.
