Sailor Chi and Sailor Phi are the seconds-in-command of the organization, and Galaxia's most loyal followers. They were in charge of cultivating the Star Seeds - tapping Garden Crystals which surrounded Galaxia's cathedral. They are responsible for the deaths of the Sailor Starlights, Sailor Lethe, Sailor Mnemosyne, and Sailor Kakyuu. Sailor Phi is killed by Sailor Moon when Sailor Moon breaks her bracelets, and in revenge, Sailor Chi kills Sailor Kakyuu before Sailor Chi is killed by Sailor Moon as revenge.
