Krohn pitched the story for the episode initially and wrote the first draft of the teleplay. However, due to other commitments, he did not have time to finish the final draft. The script eventually went through almost the entire writing staff of Deep Space Nine before production began on "Civil Defense", due to Michael Piller's rejection of the script.
