The Court of Principals were an organisation on Gallifrey which governed the Academia. They were subject to the authority of the Pythia. Lord Dowtroyal, a kinsman of Rassilon, was one of the leaders of this group. After Rassilon's takeover and the fall of Pythia, they probably formed the basis of the first High Council.
