Michael Preznikov was a Havenite citizen and a officer of the Office of State Security. Around 1906 PD, he served as People's Commissioner to Vice Admiral Alexander Thurston. Even though he had only a limited understanding of military strategy and tactics, he tried to learn from the admiral and did his best to support him in the planning and execution of Operation Dagger.
