There is a cat called Unsinkable Sam roaming around the King Crab tavern in Cyseal who gives access to this quest but only if you have the Pet Pal Talent. Sam will tell you his story and ask you for a favor: to find out why the cat in Mayor Cecil's Office, Maxine, is not interested in him.
