Forest Grolon was an Captain with the Denver Police Department in the mid-1990s. His assignment was the administrative unit which dealt with the department's budget, personnel and related matters. He was Jack McEvoy's primary source inside the department. Grolon usually cooperated with McEvoy because he had aspirations of becoming Chief some day, and he counted on McEvoy to give him good press when the time came. He allowed Jack to examine the file regarding his brother Sean's death.
