Now Armageddeegee is trying to do his work ,but being weaker he's unable to completely replace him. It is though as Pureegee and Impureegee are Lord Deegee's sons, the World Destroyer is Vieegee's son .Also,for making him stronger one can use the ARA Scepter, the Destroyer's necklace and the Ragnarok Necklace, his weapons (though there are others). Also Xemnas and Sephiroth can summon a part of his energy as a dragon-like thing (as PROVEN by a canon roleplay in chat) but it's only a Nobody Replica, not the real WD, and he's weaker. The replica was only made so there could be an ultimate power within Organization XIII, but after the groups crumble, it is summoned by choice. As said, though, he wasn't a beast, but a Weegee like Pureegee.
