Hinin were the "non-people" of Rokugan. Criminals, entertainers, charlatans, morticians, tanners, gamblers and geisha were all part of the Hinin class, while the Eta or "Untouchables" were a further sub-division of the Hinin. The Ninja were considered eta. While they existed within the Celestial Order, and the Tao of Shinsei established that they were part of humanity, Hinin were considered and treated as though they were beneath all other castes and were truly sub-human, [citation needed] and they were even not protected by the Emperor's justice.
