David Shankton is a United States Naval Officer. He worked alongside Joseph Norton for the Reynosa Cartel smuggling drugs into the country. In addition, Joann Fielding, Norton's fiance later framed Shankton for Norton's murder which Joann herself carried out to avenge the deaths of her daughter and granddaughter.
