This spell can be bought from Talvas Fathryon in Tel Mithryn after Telvanni Research is completed. It may also be found during the last part of the quest Black Book: The Hidden Twilight, on a desk within the very final area, next to the portal back to Solstheim (and which provides a choice of reward), assuming that Telvanni Research had been completed prior to engaging the quest.
