Dao Weng is a dishonest merchant who arranges the assassination of Swift Honorclaw after a perceived slight that he received from the Tengu. Dao also appears to have some involvement with the Crimson Skull as when he is brought to justice in Cleansing the Steel he is guarded by a cadre of them.
