The Learning Circle was a facility on the planet of Kegan that taught the Keganite youth the way of the General Good through a curriculum called The Learning. Control Guides would send students who behaved poorly to the Re-Learning Circle, where they were isolated in cells and directly brainwashed by headsets in sensory deprivation suits.
