The USS Harley (NCC-561) was an uncommissioned destroyer starship of the Jenghiz-class proposed to be built by the Federation Starfleet. The project was canceled and construction the vessel never completed. (Jackill's) Its possible that whatever materials already invested in contract #561 went on to become another starship of a different class bearing that number, or another.
