The Bureau of Hauntings is a division of the American Wizarding Confederation that regulates the residence of ghosts. The BoH is also responsible for relocating "ghosts who won't reside properly elsewhere" by placing them on the island that also houses the King family ranch of Croatoa. Alexandra Quick saw two such ghosts outside the King mansion in the Spring of 2009, and learned from Julia King that the ghosts of Colonials, Indians, and occasionally pirates engage in wars every few years in an effort to enjoy the activities of being alive again.
