Whereas, communication between executive and legislative branch is paramount to practices of good government and, Whereas, the current City Charter already calls for reconfirmation of five department heads without any undo difficulties and, Whereas, reconfirmation through a public City Council reappointment process will help Department heads better respond to citizens’ priorities and, Whereas, the reconfirmation amendment follows the ongoing practice of adjusting the charter to changing times and situations for the purpose of better government and,
