The 8th Fleet, having lost all but two of it's ships during the Human-Covenant war, was in a desperate need for more vessels as fast as possible. Thus ship production was increased and slowly but surely, more and more UNSC ships began entering the stars. The Hell under Earth was one of these ships, and like some others was diverted into the 8th Fleet in an attempt to restore the fleet's former glory.
