Gilbert Wimple was a wizard who worked for the Committee on Experimental Charms at the Ministry of Magic. He had horns that he presumably acquired as a result of one of his experiments. Wimple attended the Quidditch World Cup in 1994. Arthur Weasley pointed him out to Harry Potter, Ronald Weasley, and Hermione Granger.
