Construction of the Blucher was completed on reference stardate 2/8808, in the latter part of the 2340s decade. This vessel was commissioned at one of the three shipyards that produced Wellington-class vessels, either Troyius Shipyards, Vannis shipyards or Argelius Shipyards.
