Ed Hill is a United States Senator and also a general in the Air Force Reserves. In Pilot Error it is revealed that Senator Hill is the one Oscar approached to get the initial six million dollars through the appropriations committee for Steve's bionic replacements. He respected Oscar's request for secrecy as to what project the money would be used for.
