Huggins was a Masadan citizen and a senior member of the Council of Elders. In 1903 PD, Senior Elder Huggins sided with Chief Elder Thomas Simonds in the decision to attack the Protectorate of Grayson. He attended a strategy meeting at Chief Elder Simonds' house, arguing against military action after the First Battle of Yeltsin's Star, but agreed with the plan to use the secret agent Maccabeus. In the aftermath of the Battle of Blackbird, he agreed that their alliance with the People's Republic of Haven was at an end.
