Oga was The Founder and Creator of The African Militia Group known as The Whites. Being The Former Leader of the group he was a well known criminal warlord in Africa and once held prisoner the man known as Doctor Miracle. However he and his Team were caught up in a battle between Deathstroke and Green Arrow along with Team Arrow as well which resulted him getting killed and his Team The Whites getting destroyed as well.
