Dark Chocolate is chocolate without milk or just a small amount of milk. It is referred to as plain chocolate. The U.S. Government calls this type of chocolate sweet chocolate, and requires a 15% concentration of chocolate liquor. European rules specify a minimum of at least 35% cocoa solids.
