Kevlar town is the second town in West Tandor. It is a small, sleepy town on the way to Nowtoch City, and connects between Route 2, and Passage Cave. Kevlar is home to the Bicycle Shop, the Berry Boutique, and the Crying Boy Sidequest available after the 4th gym. There is an entrance to a shallow offshoot of Passage Cave to the northwest of the town, behind a Strength boulder.
