a. If calculations of seats gained, or lost end in a decimal, a party with a decimal point over .5% will increase to a full percent point. Whereas a party with under .5% will be rounded down in calculations. b. The unoccupied seat in the first council will be voted on, with a daylong election, included parties that did not run in the original election. Propaganda will be allowed during this time.
