Netmen and the Public Security System is the second in a series of tech notes published as supplemental material in Battle Angel Alita. It was originally released in January 1992 in the second volume, Tears of an Angel. "Netmen and the Public Security System" was not included in Viz Media's first printing of Tears of an Angel, but appears in the second printing.
