Tom Fellows was Jack Justice's old partner before the war. They fought together in Germany where Tom fell in with some shifty characters. When he was captured these contacts came in handy. After the war he quite the PI business for the crime business. When his bosses sent him back the city where jack still working he looked up his old partner. Although Tom was instantly attracted to the tall blonde and gorgeous Trixie Dixon something about him didn't sit right with the girl detective. Her suspicions were justified when he asked Jack to join him as partners in crime but only if he got rid of his new partner first. Jack is forced to shoot his old partner when Trixie walks in the door and Tom turns his gun on her. Played by Peter Nicol.
