The Merchant District at Water Hammer City was founded early in the city's history, near the Temple of Water's Strength and flanked by many of the forges which were built over the years. The district was largely maintained by the Mantis Clan, who sold ink, paper, silk, leather, steel ingots, raw iron, and even sharkskin for wrapping katana hilts. Despite it was within a Dragon city, the district was policed by Mantis magistrates.
