Quail had constructed a laser weapon housed on the island and intended to use the weapon to assasinate a group of world leaders at a summit in Paris. The inexact political affiliation of the island and its location in neutral territory complicated conventional military action. As a result, OSI covertly sent Steve Austin to stop Quail. The facility on the base was destroyed after Steve Austin programmed the laser weapon to explode upon firing. (The Last of the Fourth of Julys)
