Kaifuku Sites are basically used to restore the GP (FP) and TP of all players in a team for a certain number of nekketsu (prestige) points. Kaifuku Sites do not work when all of the characters in the team have full GP and TP. The number of nekketsu points needed to increase a team's GP and TP depends on how much less of the points each player has.
