Nearly 400 years of rebuilding shattered societies left only four powers on the face of Itla. The far reformed Algako Conclave, the almost dominant Kessen Federation, the reclusive Griaz State, and the advocates of peace; the Elis Union. A combination of historical moments, primarily the Elis Union's "Preventive Education Effort", allowed a unified Itla to become a reality. Born from a series of treaties, the Kutoten Consortium was born, ruled by a central, mutual government selected by all four of the party nations.
