The High Temple of Toshi Ranbo was the center of Brotherhood of Shinsei activity in the Imperial City, and one of the most heavily visited site of all the Empire. Thousands made a pilgrimage here, and many each year. Devoted to Shinsei, the High Temple was nestled in the heart of a thick copse of trees in whose branches roosted a great flock of crows.
