Inaccuracy is the most powerful Attack-reducing curse spells in RuneScape. Although it needs level 82 Magic to be casted, it can reduce the opponent's Attack level by 25% then being hurt by 15% of its maximum lifepoints. However it needs to finish the Alphans' Quest. Using Tome of frost with an earth staff, mud battlestaff/Mystic mud staff will not work.
