The narrator states that the people are reduced to "links in a chain, its anchor hooked in the dark heart of Voggram's tower", and that they are now "chattels to its dark purpose". He also states that the gathered strength of the people could have hurled the tower asunder, but that now, they had to rely on the player characters, "whose courage will free us from this darkness." It's not clear exactly what role the tower would have played in the game, and who or what Voggram was.
