Most Humans do not have any reiatsu. Only a very small amount have enough to be able to see spirits (1 in 50,000 - this is mentioned very early in the story). Why they have that power has not been elaborated upon at this time. Ichigo's friends have all been affected by his own reiatsu and that has allowed them to be able to see spirits.
