The Elba II asylum was a Federation asylum for the criminally insane that was in operation on planet Elba II in the 23rd century. The main purpose of the facility was to isolate and treat the handful of individuals who had been diagnosed with criminal insanity. In the late 2260s, the asylum was overseen by Governor Donald Cory, and contained 15 patients, including the notorious Fleet Captain Garth of Izar. A few months later, Janice Lester was to be transferred to Elba II following her attempt to steal the body of James T. Kirk. (TOS comic: "Captain's Personal Log")
