The Unification of the Rakatan Kingdoms or Rakatan Fiefs was a political change initiated by the Celestials and Makuta of the Order of Mata Nui in 80,000 BBY . This change unified the various Rakatan territories, creating six large kingdoms ruled by powerful kings with partial independance from the Order of Mata Nui. This created the League of the Six Kingdoms.
