The Grand Council may veto laws passed in member states of the RF, Declare war on behalf of the entire RF, amend the Articles in the Treaty of Minsk with a new treaty, and make laws concerning the entire RF. Only Grand Principalities and Sovereign Principalities may send Candidates. In case of a draw, the consequences are outlined in the Treaty of Minsk. The Ratio of Grand Princely to Sovereign Princely representatives within the council is three-to-one. Most resolutions either require a 50% + one or a two-thirds majority.
