The High Council was formed of the leading members of the New Republic Senate, including the Chief of State, and sat in curved, elevated dias at the end of the Senate. During the Caamas Document Crisis, members of the High Council included Ponc Gavrisom, Leia Organa Solo, Borsk Fey'lya, and Sien Siev. During the crisis, a majority of the High Council opposed the continued relationship with the Smugglers' Alliance, and at least three councilors took an anti-Bothan stance. It possibly formed some type of basis for the later High Council of the Galactic Alliance.
