Sullivan Groff is a city developer, responsible for the development of Majestic and subsequent merge with Agrestic. He had romantic relationships with both Nancy Botwin and Celia Hodes. He is very corrupt and bribed both Celia and Doug Wilson into voting for a deal with him on the city council.
